It doesn't have to be non-pairing. It just has to be queer folk doing gen things. It can be a lesbian couple using a TARDIS to shop for fruit that's out of season or a single gay man going back in time to check out Victorian headgear or an asexual and a bisexual that aren't involved using a time turner to catch up on sleep after staying up all night studying for their potions exam.
Gen also doesn't necessarily mean no sexual or romantic content. That's one take on it, but it also can contain those things if they aren't the point of the story.
